Horrocks comes to NYeC from CRISP, Maryland’s designated Health Information Exchange (HIE), where he served as President & CEO since its formation in 2009. While at CRISP, he launched CRISP Shared Services, an innovative HIE affiliation by which five state designated HIEs share a single technology operation to gain economies of scale and share best practices. In 2012, under David’s leadership, CRISP developed an ADT-based encounter notification system which became a model for the country’s HIEs.
Prior to joining CRISP, Horrocks was Senior Vice President at Erickson Retirement Communities, serving in several startup ventures and also serving as Chief Information Officer. During Horrocks’ time as CIO, Erickson was among the very first senior living organizations to deploy electronic medical records to facilities, which spread across eight states. He previously spent five years as a technologist and department manager for AbiliTech, a nonprofit that provided technology services to people with disabilities.
Horrocks holds a BS in Engineering from the University of Pennsylvania, an MBA from the Wharton School of Business, and a Master’s in Public Health from the Johns Hopkins Bloomberg School of Public Health, where he continues to pursue studies. He and his wife, Amy, have six children.

Alison B. Bianchi is General Counsel and Special Advisor at the New York eHealth Collaborative (NYeC). She is responsible for all contract administration, and for managing and maintaining an effective compliance program for NYeC regarding all aspects of State and federal laws, regulations, and grant and procurement guidelines, including HIPAA, HITECH and other related areas of healthcare compliance.
Prior to joining NYeC, Alison served as Counsel and Deputy Commissioner for Legal Affairs at the New York State Education Department from 2016-2019 and as Deputy Counsel from 2011-2016. As Counsel, Alison provided legal advice and counsel to the New York State Board of Regents, the Commissioner of Education and the Department’s leadership and staff. Her areas of expertise included administrative appeals; elementary and secondary education, including assessments and accountability and student data privacy; federal legislation and programs; and State ethics, Freedom of Information and Open Meetings laws.
She received a J.D. in 1998 from Boston University School of Law, where she served as an editor on the Public Interest Law Journal, and a B.A. from Colgate University in 1995, graduating magna cum laude.

Donald Juron is the Chief Operating Officer at the New York eHealth Collaborative (NYeC). In this role, he is responsible for oversight of financial and organizational operations with a focus on budgeting, management reporting, and multi-year financial strategic planning. Don has also led the financial development of NYeC performance based contracts with the NYS Department of Health, Qualified Entities and served as a Special Advisor to the CEO. Prior to joining NYeC, Don served as the Chief Financial Officer at the New York State Education Department from 2012-2016. As Chief Financial Officer, Don led the Department’s budgeting, fiscal, grant, procurement and project management functions and was the Department’s fiscal liaison to the New York State Board of Regents and the Office of the State Comptroller. He received a Bachelor of Science degree in Finance from Siena College in 1981.
