Mission:

To improve population and public health in NY State through the planning, development, and implementation of a Universal Public Health Node (UPHN) infrastructure as a key component of the Statewide Health Information Network for New York (SHIN-NY) utilizing the statewide collaboration process. This will be a forum for vetting requirements for new and existing public health use cases and teeing up Universal Public Health Node (UPHN) requirements for the SHIN-NY Architecture Work Group. The work group will build on the existing UPHN use cases and requirements.

Objectives:

• Develop new and build on existing public health use cases that help define a public health HIE infrastructure in NY State.
• Identify workflow issues, and advance policy recommendations to help drive and test the development of policies, protocols and standards for New York’s Health Information Infrastructure, including the Statewide Health Information Network for New York, electronic health records, personal health records, and clinical informatics services.
• Prepare public health requirements for the Universal Public Health Node (UPHN) for the SHIN-NY Architecture Work Group and other work groups as appropriate.
• Provide guidance to projects as they implement use cases.
• Other objectives to be defined by NYSDOH.

Key Activities for 2011:

• Outline framework for bi-directional communication with a variety of health department programs including, but not limited to, electronic reporting and information consumption through the UPHN that includes requirements and specification needs for POC and NYeC Board.
• Draft requirements recommendations for bi-directional information exchange through the UPHN for POC review.
• Prepare and submit report on progress towards deliverables.
• Develop/iterate on use cases for bi-directional information exchange with the NYS Immunization Information System (NYSIIS) and other public health use cases
• Develop design requirements for next phase of the UPHN per use cases (working in collaboration with SHIN-NY WG)

Work Group Meetings will take place as follows:

Meetings from June-December will take place on the second Monday of each month from 2pm-3pm EST.
