Mission:

To ensure that privacy and security policies are employed across all NYS HIE initiatives through the development of policy recommendations that protect the health information interests of all users.

Objectives:

• Develop statewide policies and agreements that govern participation in statewide HIE and that ensures the privacy and security of health information in that process.
• Develop strategies and recommendations for compliance with federal and state policies.
• Develop statewide policies related to patient access to their health information through portals/PHRs.

Prioritized Projects for 2011:

• Analyze the implementation of privacy and security policies and document where policies need to be harmonized in order for exchange between RHIOs/Qualified Health IT Entities.
• Review and update existing policies and procedures to ensure compliance with federal law.
• Re-disclosure of sensitive health information.
• Policies on electronic patient access to their own health information.
• Review of SAMHSA issue.
• Policies that facilitate secondary uses of data.
